Foundation and eyeliner in perimenopause

I'm not a huge make up wearer but I do use it if I'm going into the office or out for an evening. I've got to the point of having a problem. No pencil eyeliner will stay near my eyes these days, my skin just gets too hot and oily and I get panda eyes. I've never been able to get liquid to go on. I don't want to get eyeliner tattooed on, but what can I do? As for foundation, I'm really struggling. I have combination skin which is flaky and I have some fine lines. I don't even know which type of foundation to try to use now to avoid it moving into the lines and lifting and drying out the flaky areas. I don't mind trying a few but given the cost I need some guidance. I would be happy to have some kind of consultation (UK) but without having to go with a specific brand and I'm not sure if such a thing exists.
